Safety Security, and Emergency Response on Campus

 

Colby provides a range of essential services to help make the campus is a safe, secure environment that supports student life and learning.  The Department of Campus Security is the primary provider of general safety and security services to the Colby Community.  It is open and the staff is on duty at all times. Additionally, Campus Security and the Student Affairs Division oversee a number of up-to-date emergency and critical incident response services including but not limited to:

  • Dean On-Call: A senior member of the Student Affairs staff is on call for critical incident response at all times during the academic year after normal business hours to respond to the full array of emergency/critical incidents that can impact students' lives, including, but not limited to: health emergencies, behavioral/disciplinary matters, campus facilities-related emergencies (e.g. fires, power outages, flooding, etc.), and personal/family emergencies.
  • Counselor On-Call: When the Garrison-Foster Health Center is not open, one of the College's licensed counselors is on call at all times to assist students.
  • Health Care Provider On-Call: One of the professional-level staff members from the Health Center (physician, physician's assistant, and nurse practitioner) is on call at all times to provide medical consult on significant health matters that arise when the Health Center is not open.
  • Colby Emergency Response (CER): CER is an emergency medical response group out of the student Health Center that is staffed by Colby students who are certified emergency medical technicians. CER is on duty at all times and provides first responder services to supplement the local ambulance service.

 

 Student Interaction with Campus Security and Colby Emergency Response

 

Respectful and civil interactions between community members and Campus Security/CER are essential to maintaining a safe campus environment. As such, Campus Security/CER are expected to treat community members (students, faculty and staff), their guests, and visitors to campus with due respect. Likewise, community members, their guests, and visitors to campus are expected to comply at all times with directions of Campus Security/CER. Failure to do so is a violation of College policy and may result in disciplinary action up to and including suspension or expulsion.

 

Specific policies regarding student-Campus Security/CER interactions include but are not limited to:

  • Identification verification: Students are expected to carry their Colby ID at all times and are required to comply when asked for identification by Campus Security or other College officials. Campus Security is authorized to take appropriate steps to verify the identity of anyone on campus to ensure the safety of the campus community.
  • Evacuating/Vacating College facilities: Students are required to evacuate College buildings when fire alarms sound.  Campus Security sweeps buildings when fire alarms sound and is prohibited from allowing people to return until the building is cleared. Additionally, students are required to comply with directions from Campus Security/CER to vacate any campus space, facility, or event.
  • Emergency Medical Response: To facilitate safe and effective emergency medical response that respects the privacy rights of anyone receiving medical care, Campus Security and CER will take appropriate steps to secure adequate space to enable emergency medical personnel to address the situation. Unless specifically requested by Campus Security or CER to remain at the scene, community members, their guests, and visitors to campus are prohibited from being present at the scene of an emergency medical response. Failure to comply with directions of Campus Security/CER related to an emergency medical response is a violation of College policy and may result in disciplinary action up to and including suspension or expulsion.
  • Noise Complaints, Drug, and Alcohol Situations: Community members, their guests, and visitors to campus are expected to comply with requests to reduce noise (e.g. loud music or televisions, shouting, banging on walls, floors, ceilings, etc.). Likewise, students are required to comply with directions from Campus Security/CER regarding situations involving alcohol and other drugs.
  • Responding to Inquiries from Campus Security/CER and other College Officials: Students are required to respond to inquiries from College officials including Campus Security/CER. Modes of inquiry include but may not be limited to: email messages to student's Colby email accounts, letters sent via campus mail, phone calls, knocking on residence room doors, personal interactions anywhere on campus or in connection with Colby sponsored events (including off-campus events).
  • Incident Response and Documentation: Campus Security officers are required to document in writing all situations to which they respond. Failure to cooperate with, and/or attempts to interfere with Campus Security officers responding to and documenting incidents is a serious violation of College policy. Incident documentation is reviewed by the Director of Campus Security and forwarded to the Office of the Dean of Students for further action as appropriate. Disciplinary action is administered by the Office of the Dean of Students as stipulated in the Colby Student Handbook. Student inquiries, questions, or explanations regarding documented incidents should be directed to the Office of the Dean of Students.
  • Campus Security Audio Recording Protocol: To facilitate civil and respectful interactions between Campus Security officers and community members, their guests, and visitors to campus and to aid in the accuracy of incident documentation, Campus Security officers use digital audio recorders when responding to incidents. Officers are required to notify the individual[s] to whom they are responding that the interaction is being recorded. Recordings may be reviewed by the Director of Campus Security and the Office of the Dean of Students and can be used as evidence in disciplinary proceedings. Copies of the full Campus Security Audio Recording Protocols and Procedures are available through the Office of the Dean of Students.
  • Complaint Procedure: Community members, their guests, and visitors to campus can report concerns or complaints regarding interactions with Campus Security to:

·         The Vice President for Student Affairs/Dean of Students

·         The Vice President for Administrative Services

·         The Equal Employment Opportunity Officer
