Maine has a Mandatory Shoreline Zoning Act which states that towns must comply with MaineÕs Residential Shoreline Zoning Regulations.  These regulations were designed to prevent water pollution and habitat degredation.

MaineÕs Shoreline Zoning Regulations apply to all new construction in areas within 75 feet of streams and 250 feet of lakes, rivers and wetlands.

It is the baseline requirement for the state of Maine, it sets a
maximum height for the new structure
and minimums for: distance setback from lake, shore frontage, lot size and area of impervious surfaces.  Impervious surfaces are places where water canÕt penetrate into the soil, like roofs, basketball courts and driveways

Towns are welcome to make zoning codes that are more strict than this, but they may not be more lenient. Vassalboro, China, Windsor and Augusta adhere to these regulations, but none of the towns have implemented a stricter code.
