Total phosphorus loading was determined using high, low, and best estimates.  This range of values accounts for uncertainty from human error and natural sources affecting phosphorus loading.
	Best estimate coincides with DEP collected spring data (May 2004), while the High estimate is similar to mean phosphorus values collected by CEAT during the summer of 2004
