change from developed land
including residential, commericial/municipal, and agricultural

to undeveloped land,
including forest, wetlands, and reverting land. Negative land use

change, which may increase
phosphorus loading, is defined as undeveloped land changing
|
|
to developed land. Neutral land use change, which
causes little if any change in phosphorus
|
|
loading is defined as a
change of land use type within either the broader developed or
|
|
undeveloped category
