China and
Vassalboro have taken different approaches to implementing stricter
guidelines for shoreline development beyond those set by the state.
In China, there
are additional requirements for septic systems such as a minimum leach field
area and the use of erosion control techniques during construction.China also has a stricter phosphorus
control ordinance which limits the phosphorus export for any land use on the
East and West Basin of China Lake.
Vassalboro in
the 1990s required the replacement of all pre-1974 septic systems within the
shoreline zone.However, this
did not significantly impact China Lake because most of the land in
Vassalboro around the West Basin is undeveloped and owned by the KWD.
Both towns are
in the process of revising a plan to address development in the shoreline
zone.
