Sen. Hillary Clinton has suggested that the Democratic nomination should be based on the popular vote. “The popular vote has never been used to nominate or elect presidents before, of course. George W. Bush won the presidency with 50.5 million votes to Al Gore’s 51 million votes in 2000 by receiving just over half of the electoral votes. But the popular vote ‘is the only number that works for her,’ says Colby College political scientist Tony Corrado.”
