Senators Weighing Rule Changes Ignore Chamber’s History

Due to high Senate turnover in recent years, many senators less conscious of chamber history are pushing for the curbing of the filibuster without considering future shifts in majority. Shea reflects that the turnover is a result of hyper-partisanship, and the subsequent difficulty moderates find in facilitating positive change in the legislature.
